FCC Opens Investigation into Comcast and NBCUniversal’s Diversity and Inclusion Practices

The Federal Communications Commission (FCC) has launched an investigation into Comcast Corp. and its media subsidiary NBCUniversal to examine their diversity, equity, and inclusion (DEI) practices.

The FCC, which oversees the media and telecommunications industries, informed Comcast of the inquiry in a letter dated Tuesday. The investigation will focus on both Comcast’s broadband, mobile, and cable services—offered under the Xfinity brand—and NBCUniversal’s media operations, which include Peacock streaming, Universal Studios, and the company’s various broadcast and cable networks.


Background of the Investigation

The FCC’s inquiry follows an executive order signed by President Donald Trump, calling for an end to DEI hiring programs and initiatives in U.S. corporations. The executive order tasks federal agencies with identifying potential compliance investigations in publicly traded companies, nonprofits, and other institutions.

FCC Chairman Brendan Carr, recently appointed by Trump, said Comcast and NBCUniversal were selected for the initial investigation because they cover multiple sectors regulated by the FCC.

Brendan Carr: "We are concerned that Comcast and NBCUniversal may be promoting invidious forms of DEI in a manner that does not comply with FCC regulations."

The letter highlighted several of Comcast’s DEI initiatives, which the company lists as core values on its website. These include annual DEI days, training for company leaders, and an entire DEI infrastructure dedicated to promoting diversity.

NBCUniversal reportedly maintains similar practices, with executive roles focused on DEI initiatives across its TV and programming divisions.


Comcast’s Response

Comcast confirmed its cooperation with the FCC inquiry in a public statement:

"We have received an inquiry from the Federal Communications Commission and will cooperate fully. For decades, our company has been built on a foundation of integrity and respect for all of our employees and customers."


Industry-Wide Changes

Comcast is not the only media giant adjusting to changing federal directives on DEI. Disney announced updates to its DEI programs, including changes to performance factors and rebranding of employee resource groups. PBS has shut down its DEI office to comply with the executive order, with affected employees leaving the organization.

A PBS representative said the company remains committed to inclusivity:

"PBS will continue to reflect all of America and remain a welcoming place for everyone."
